Main Mission 17: A Rogue Mega Hawlucha
Shortly into Mission 15, you learn about three more Rogue Mega Pokemon you must hunt. Although you can technically face them in any order you like, it's a good idea to follow the game's recommendation so that you can learn the Roto-Glide technique while working through Mission 16.

When you first begin your hunt for Rogue Mega Hawlucha, you'll see it is located not far from Cafe Rouleau. However, finding its exact location may prove difficult. As usual, there are several routes you might take.
Head west from Wild Zone 7's western entrance. Past a fenced in training court, turn left and head south past a fenced-in training area. Then turn right and reach a place where some boulders block access to scaffolding. Have a Pokemon such as Diggersby use the Rock Smash move to destroy the barrier.

Ascend the scaffolding by climbing ladders and carefully walking across boards that stretch between the towers. A ladder leads to a rooftop. From the top of that ladder, look left to see another rooftop with some utility buildings.
Ascend toward those buildings and follow them around toward your left, where you can climb another ladder.

You reach a fairly open area, where you should ascend along another roof to reach a single utility building with crystal growing along its right side. Head right near the crystal and look over a gap toward the next rooftop. You can use the Roto-Glide ability to reach that far rooftop.
Once you do, run along the roof and you will see another rooftop with a lot of shrubs. You should also see the yellow ‘!’ bubble that is your destination. You should be able to Roto-Glide over to it. But if you're not feeling brave, head left instead to find a catwalk you can use to safely cross to that next roof. Then return to the right to reach the shrub garden. Follow the path to catch up with Lida and initiate a cutscene.
Head to the location of the Hawlucha that's at risk of Rogue Mega Evolution.
After the cutscene, follow the roof back the way you came. Through the shrub garden, you'll find a railed catwalk you can follow back to the left.

On the far side of the catwalk, veer right and then follow that roof to meet with Lida, who is standing a short distance ahead of your target. Talk to her and then do battle with the Pokemon.
Boss Battle: Rogue Mega Hawlucha
Lida brought along her Clauncher, which will hit the Rogue Mega Hawlucha for mild damage throughout the fight and also serve as a useful distraction. You may very well need that assistance. The Hawlucha likes to attack you directly. Its attacks hit hard.

There are bound to be several strategies that might work well against Rogue Mega Hawlucha. My winning approach relied on a Slowbro equipped with the Psychic+ attack. It is super effective against the Hawlucha. If you have a Staryu with Psybeam, that also works. Clearly, Psychic-type moves in general are a winner.
Make sure your Slowbro has ‘+’ moves available, and is at a sufficient level. I powered mine up to level 47, compared to the Hawlucha's level 41. Then use those Psychic moves at every opportunity, while keeping clear of the Hawlucha yourself so it can't strike you with your beak or wind attacks. Watch your Pokemon's health, as usual, and refill as necessary until your team outlasts the Hawlucha.
When you win the battle, you receive the Hawluchanite. A brief scene with Lida follows and then the mission concludes.
